The Division of Budget and Planning is responsible for developing workflow and managing internal committees to substantiate compliance with University policies that govern capital activities and financial authorizations.
University Policy 3.9, Capital Assets, establishes procedures to achieve accurate capital asset reporting and compliance with government requirements. Capital approval processes create the data of record for acquisition, maintenance and disposition of capital assets.
University Policy 4.2, Transaction Authority and Payment Approval, defines the expectations and limitations for financial authorizations, including identification of thresholds and related authorities by role or committee. Capital approval processes manage workflow to manage compliance to these requirements.
Managing Capital Activity describes the major oversight and control points for campus capital activity, including approval of capital information technology systems not currently included in Policy 4.2.
